The area around the intersection of North Second and West Vine streets has been subject to heavy flooding during rains for quite some time, according to Ward 1 Alderman Roland Miller. The reason, Miller said, has been due to massive blockage in the underground drainage culvert intended to carry the water away. Last week, city workers dug up the culvert and attempted to clear the blockage, discovering as much as 30 feet of dirt, roots and debris clogging the culvert on Vine between C.C. Duson and Second. The clogged portion of the culvert will be replaced, tied to the old piece, and two catch basins will be installed to clean out the culvert in the future, Miller said.
