Breezie Martel faces three counts of attempted second-degree murder.
Investigators said the victims were able to run away, but Martel chased after them in his car.
Martel is also charged with aggravated assault and simple battery. No bond has been set.
Information what relationship the woman and children are to Martel, if any, was not available, nor was his age or his address.
A news release did not say what the provocation for the alleged action was.
